I got the recent Canadiantyre.ca (canadiantire.ca? pardon my wrong spelling,just in case) catalog—-the SCHWINN electric rigs look wonderful— do contact them for more—-
I would suggest MR CANADA IMPORTS – http://www.mrcanadaimports.com, they are a distributor and wholesaler of brand name model electric e-bikes, Mountain Electric Cycle, Folding Electric Bike, and city e-bike versions, including a popular model for use is the stb-mountain bike "Series E03, E01, F02 older clients" < very good seller for us.
No matter if your located in USA or CANADA or UK, i would contact these guys, these models are unlike regular store brand electric bikes, as you will see when you see them, they feature 36V 10Ah Li-ion battery as you requested and much more.. The Emode time is the best on the market, highest electric mileage then any other model currently sold.
These have helped our sales for this coming season since we have sold-out
all our first stock via pre-orders. If i was you i would order some samples now, display in your store and base your orders on the demand of that model.

you might want to provide free replacement tires with each purchase to obtain those sales, this is what we offer with the puncture resistant K-shield tires in 3 of our stores, and the response has been very good

While I certainly can’t supply you with said product, I can supply some links to shops in Portland Oregon that might help you out. There are already 2 e-bike stores here. That’s what they specialize in. I don’t know if you could partner with them or buy from them, but at least it’s a start.
The Sanyo Eneloop won best of Innovations award. The word about it said it made the Schwinn look like junk, or as you put it nicely, the Pacific group (Schwinn, Canondale(?!), et al) Wal-Mart level that it is.
I can say that there is a Federal law limiting motor power to under 750 watts (1 HP) and 20 MPH for it to be still considered a bicycle and not a motor vehicle. For a full printout of this law, see the third link. As they suggest, printing and lamination for easy portage is recommended as police are notoriously under-informed about such laws.
Please note that California stipulates no more than 1000 watts, but still has the 20 MPH limit.
