THE SCOOTER IS A 5O CC CHINESE MADE, DARK HORSE. HAS 9 MILES ON. NEW CARBURETOR, TURNS ON EASY, IDLES IS GOOD, BUT DOES NOT GO OVER 25 MILES. IS THERE ANY SAFE DEVICE
THAT RESTRICTES THE RPM, LIKE A SEFE FOR KIDS. ANYBODY OUT THERE WITH THE SAME PROBLEM? PLEASE HELP..
