Why are electric bicycles still illegal in New York State and is there pending legislation to legalize them?

Obviously there is an energy and economic crises developing in our country. And gasoline is over a gallon and still climbing. Is anyone in the New York state government doing anything to try to legalize the use of electric bikes on public streets and roads?
