motorized scooters. how legal are they?

heres a picture of wat i was roughly thinking of getting: http://www.curtismall.net/scooters/products_pictures/x-racer-scooterx-diagram-xracer2-320.jpg would this be legal to drive on the street and/or side walk? does it rquire a drivers license? has anyone ever gotten a ticket for it? wat was it for exactly? would you be required to wear a helmet to drive it?

Most states now they aren’t street legal. I would be embarassed riding one of those on the street anyway. Why not look at real scooters (not these gopeds)
