NC doesn’t have a moped or scooter license. I really wish they did though. You’re allowed to operate one if you’re 16 or older. You are allowed to carry a passenger if the bike is designed to carry a passenger but it might make your machine run really slow.
You can get an insurance quotes at Geico or Progressive’s website. Depending on what kind of coverage you get, it can run between $120-$2000. May be cheaper to get added to your parent’s insurance. You don’t have to get insurance but… Get it anyway. Better safe than sorry.
May be better to save up about $2,000 to buy a new machine. Chinese imports are the cheapest scooters sold in NC but they’re difficult to keep up. Stay away from those machines. I would recommend checking out Craigslist for used Kymco, SYM, Geniune, eTon, Benelli, Aprilia, TGB or Yamaha scooters under $1,000.
The best 50cc machines you can get are probably the Kymco Super 9 or the Yamaha Zuma. The Ruckus, C3 and Metropolitan are tops machines but I don’t think none of them were designed for two people so you may get in trouble with those.
As for safety;
Get a full face helmet. Try to get a helmet that’s a bright color.
Find a jacket to protect your arms and you may want to wear jeans.
Wear a reflective vest to make you more visible. May even be a good idea to get reflective stickers to put on your helmet.
Do not wear flip flops while riding!

Ok, in NC, you have to wear a helmet on a moped, and you need a moped license in NC (only a written test) at your age, unless you have a driver’s license or a permit.
You don’t need insurance on a moped in NC, but if you want insurance (wise move), Geico can give you a free quote.
As far as a moped under $1,000 that is good, look for a used Honda Metropolitan, or Ruckus, these bikes are indestructible, and low maintenance. The new Chinese bikes are nothing but problems, and you will put the cost of a new Japanese moped into it before it is reliable.
Another good 2 bikes are Yamaha Zuma, and Yamaha C3
