The buses do not go anywhere else besides disney property.
If you are planning on going off the Disney property, rent a car. That way, you are not tied to a bus schedule and will be able to go exactly where you wish to. While on the Disney property, you can leave your car in the resort parking lot and take the Disney provided transportation.
You won’t need a car in the resort. The buses deal with wheelchairs all day long. They are awsome at it. Now about going to universal and downtown, you might want a car or perhaps just take a cab.
I don’t think the wheelchair will be an issue. But, if you can, absolutely RENT!!! There’s nothing better than having the freedom to leave as you wish and come back when you want. After riding some of those "free transportations," trolley, bus, or whatever…I think you’ll be willing to have paid double to have your own car. The rates are reasonable also.
This really is a preference for each person. It depends how often you will want to go off property. If you plan to stay on property, the buses really are great. They keep them running on a pretty good schedule, so you can get around pretty well with them. They aren’t as fast as driving yourself, but it does get you around. If you aren’t comfortable driving in bigger cities that are crowded with crazy drivers, you may consider not renting a car. The traffic can get really bad in the area.
Disney is great with wheelchairs. They have a ramp to get them into the bus and then some special locks and things to keep in place while driving.
Since you want to go to Downtown Orlando and Universal, you will likely want to rent a car. I’m thinking that you may need a van because of the wheelchair, so that would make it a little more costly. Sometimes I rent, other times just rely on other transportation. Taxis are really expensive, so you can pay for the car after a few trips. You could also do a private transfer, which can run about $100 a trip, plus tip. So it can add up pretty quick and you are better just renting a car.
So, if you don’t mind driving around yourself you can rent. This can get you to the parks quicker if you choose not to use the transportation and also get you all around Orlando and Florida to other attractions you may want to visit.
If you are only concerned about Disney buses because of the wheelchair, there really is nothing to worry about. They deal with this type thing all the time and are great.
