It depends how much you're willing to spend. I owned one (in fact I'm currently trying to sell it) that had a range of about 13 miles and top speed of 20 mph that initially cost about $1300.

Now I own one which has a range of 30 miles and top speed of 50 mph which cost $3600.

I also owned an electric bike which would have worked well in Berkeley (that's where I went to college, btw) and only cost $350.

The link below has user reviews of electric bikes/mopeds and should be of service.

I listed some references below but I'm not sure why you don't just google it yourself.
1. ebikehub talks about kits you can buy. There are lots of them and they're not expensive.
2. thunderstruck is just up in Santa Rosa. Bunch of young people who enjoy anything electric. They build bikes, electric racers, all kinds of things.
3. Zap is also up in Santa Rosa. They used to build small scooters but their focus may be totally cars at this point. Talk to 'em.
4. EV album mostly shows home made projects (cars, bikes etc).
5. EAA is Electro Auto Assoc. This is mostly about cars but they have local chapters (Alameda, Santa Rosa, San Jose...). The Santa Rosa chapter has a strong connection to Santa Rosa JC, instructors, classes, young people with bikes etc. I suspect it's one of the best EAA chapters in the country. I don't like the drive up to Santa Rosa either; it's just where EV things are really happening.
