i acually am selling one but a good electric scooter is made by minimoto and goes a max speed of about 20mph.and has a pretty decent battery life.
If I am correct in you meaning ‘a scooter for youth’ as in a slower bike, smaller, and more up to being banged around and such… there are actually a lot of bikes from the 70s and 80s you could try… they are all really so slow its crappy, most are built tiny… and you can probably find one for cheap in the local classifieds… if you go with a two stroke, it’ll be simpler to run and more likely to keep in moveable order… but the four strokes are slow as all get out… so maybe thats a good thing…
my little brother got a little Quinqui Panda a little while after I got my first scooter and that thing was tiny and slow… and it ran, and you couldnt really get into big trouble on it unless you rolled it off of a cliff or something… Bikes today are made from newer, lighter materials, using stronger, lighter frames, and can thus be built to more of a motorcycle esque standard… also, most new scooters are gonna be pretty readily capable of going upwards of 40+mph… but back in the 70s, 80s, even 90s in less up to date manufacturers, you can find scoots that are borderline toys.. and some of the first from Asia seemed to be built with smaller lighter people in mind…
Ive driven, with a passenger, to overlooks at the tops of mountains around here, and streaked Down hills at near 60mph on my 50cc… so any new bikes can pretty much be eliminated…
I do know that the Goped company makes versions of their scooters with small engines (up to 47cc) and usually they have no CVTransmissions like scoots making them slow… more like the 20-25mph you may be looking for…
but they arent street legal…
so yeah, plenty of older 50cc bikes will be outfitted enough to be legally ridden on the roads (not sure about 13yo tho) but are also pathetic and tiny enough to not get them into too bad of trouble – save running over a cliff like I said, or being run over by some ignorant soccer mom, doing her makup and talking on the cell phone in her Denali… but then they can kill you just about anywhere in those tanks… and its not like they’d notice anyway…
At 13 there is nothing with a motor in it you can legally ride on the street.
