1. Usually, although with current gas prices many dealers are selling out as fast as they get them. If you find a good deal, buy it.
2. Insurance for a scooter is the same year round. Your payment will cover a full year
3. Just a title in most states. Some states require that you fill out a license application with both buyer and seller signing it. Check with your local dealer.
4. They are cheap, and usually junk. Before you buy, find someone who owns the brand you are looking at and has AT LEAST 1000 miles on it. Many of the cheaper ones either die before then or the dealer won’t be able to get parts for it. The warranty is useless if you can’t get parts. You will be much happy with a Japanese or European brand. Most have been around for 50 years and are supported by a real dealer network. Many Chinese bike dealers have less than one or two years experience with the brand they sell.
